    I use Image Resizer for Windows which integrates with Windows Explorer and resizing a photo or many photos is only a matter of selecting and right clicking and you have a choice of four set sizes or a custom resize.

    At work we added this to the Standard Image and it saved us Terabytes of data with 4000 employees able to reduce their photos before saving them on the system.
