Batteries conditioning

what whould be the standard proceedure to conditioning a lipo battery?

1) discharge, balance, then charge?
2)balance then charge?
3)charge then balance?

I have seen what my dvm is reading and the power was over what is to be in one cell, and lower in another celland high in the other, I then balanced the battery and did a reading and no change
I know that there might be faulty batt's, thats way this post.
I'am in the process of discharging them now then thinking balancing then charging

What do you all think

There is no reason to cycle a lipo battery. NiMh and NiCd, yes, LiPo No. Just balance charge it and you should be fine with a good charger.
