They've been pushing FPV fliers to get a ham technical cert. It's the lowest ham license level. If you intend to fly FPV at an ama sanctioned club or event it will be a requirement likely enforced by the club or event hosts. On private land, particularly out in the sticks, not sure it matters much practically speaking.
