This is good? Especially for those of us trying to make money to subsidise a hobby?

It is good, and if the ruling goes the right way it would be an opportunity for commerical RC pilots to make a good impression by minding their safety rules and best practices while the government types formulate actually enforceable regulations. If people go off and do some stupid stuff it is only going to hurt everyone and provide fodder and extra impetus for "them" to make aggressive regulations to curtail anything but regulated (and likely licensed or permitted) commercial RC endeavors.
