Batteries Parallel Charging

Yes they can. The only thing you have to match is the voltage of the packs/cells. MAH doesn't matter and each battery will be properly charged to it's rated MAH.

Then I can pair both of these batteries up using a parallel connector which should result in having a 22.2v 9500mAh battery?

Exactly as Tony said. You could charge a 500mAh and a 5000mAh together if you wanted.... Though when the mAh is widely different it does become more important to get the voltages close.

PS.. in my picture above you can see me charging 4500 and 5000mAh together in parallel.
