Got a 20v milwaukee lithium battery from work and decided to salvage the batteries from it. The battery had been dropped and would not charge any more. After cutting the ten 18650, 2000mAh batteries loose, I cleaned up the ends of them and tested them. Two had .8v and the rest were at 4.1v. I almost scrapped the two 'bad' ones but decided to try to charge them again. This time they took a charge. For two days they have held 4.1 volts. So I guess I got a pretty good haul on Li-Ion cells.
