I've gotten a few PM's, recently, and I wanted to reply to them. I did reply to the first one, easy enough, but when I tried to reply to the second one, I was told that I needed to wait 3600 seconds before I can reply to the second, separate, PM. 3600 seconds is 1 hour. Why do I have to wait 1 hour before I can reply to separate PM's?
