Impossible to answer as it depends on many variables. However it best to start low (say 40%) and increase gradually to optimum value based on flight testing.

thank you for the feed back. I ask because tail holds solid in a hover but when I move into slow curves the tail wants to wag. what would that be

Not just gyro, don't forget to adjust your Dual Rate (D/R) and Expo Rate (Exp). If you lower your D/R @ 70% = less throw or deflections of your blades. Increase your Expo to +40% or 30% = less sensitive sticks movements. You can start from this setting and change anytime.

Dual rates and expo has its uses but isn’t going to help if the tail is oscillating. Usually a fast side to side tail oscillation is down to gyro gain being set too high. Dual rates and expo won’t prevent it.
